Chemonics International seeks a Technical Director for the anticipated
USAID-funded Malaria Vector Control Activity (MVCA). This activity seeks to
identify and implement proven, evidence-based vector control approaches in
Tanzania, in support of reducing the overall malaria burden, and moving
Tanzania closer to malaria elimination.
The Technical Director shall be a public health expert with extensive
experience in malaria vector control activities. He/She will serve as the
project’s technical lead and will report to the Chief of Party (COP). He/She
will be responsible for technical leadership, overseeing all technical aspects
of the activity, continually improving implementation and performance quality,
and ensuring the activity adheres to technical best practices. The position is
expected to be based full-time in Dar es Salaam, Tanzania for the duration of
the activity, and is contingent upon activity award. We are seeking individuals

Responsibilities
- Support the COP with design of
technical strategy, implementation, and overall technical management of
the activity, and serve as the technical representative.
- Provide technical leadership and
guidance, supervision, and support to program activities in key technical
areas such as ITN forecasting, planning and distribution, social and
behavior change (SBC), and entomologic surveillance.
- Keep up-to-date with technical
innovations in malaria vector control, and lead integration of new and
effective innovations into the activity.
- Participate and provide technical
leadership in national malaria vector control technical working groups;
and lead indoor residual spraying and larviciding technical support to the
national malaria control program.
- Supervise and mentor project
staff and facilitate transfer of skills and knowledge to Tanzanian
institutions.
- Lead the drafting and development
of monthly activity updates, quarterly and annual progress reports, and
technical reports as needed.
- Supervise technical and
programmatic leads to ensure a coherent approach across all project
activities.
- Conduct project thought
leadership to ensure visibility of the project, the client, and the
organization.
- Ensure timely use of data for
decision making and to guide project adaptations and implementation.
- Maintain working relationships
with USAID/Tanzania, National Malaria Control Programme (NMCP), Ministry
of Public Health, implementing partners, and key stakeholders.
- Represent the project on behalf
of the Chief of Party in his/her absence.
Required Qualifications
- University degree (bachelor’s or
higher) in international development, public health, medicine, or a
closely related field. Master’s degree in one of these fields strongly
preferred.
- Minimum of ten (10) years of
relevant work experience in malaria prevention and control.
- Experience working in Tanzania
and deep knowledge of geo-political, ethnic, cultural, and other
considerations affecting programming in Tanzania and the region is
required.
- Strong ability to maintain
partnership with the Government of Tanzania to strengthen the capacity of
host-country institutions and local organizations to identify and
implement proven, evidence-based vector control approaches in Tanzania, in
support of reducing the overall malaria burden, and moving Tanzania closer
to malaria elimination.
- Proven ability to build and
maintain a strong, diverse, inclusive, cohesive team where all team
members are empowered and supported, including stakeholders and partners.
- Demonstrated commitment to
ethical and transparent practices and commitment to staff care.
- Strong interpersonal,
representation and oral and written communication skills.
- Demonstrated leadership,
versatility, and integrity
- Fluency in English required,
Swahili desirable.
